Chip, that is the Commonwealth Keystone Building, which replaced the old PennDOT building on the same site. I always liked that curved metal "grill" that reflects the shape of the circular State Museum building on the other side of the plaza. It's a little amazing that in this day and age, a government building would have a little "icing on the cake" like that.
Now, the inside, except for the atrium, is mundane. If you have not seen the atrium, I have a picture of it here. With your skills, you could take a lot better picture.

From the thumbnail I thought it was piano keys. Turns out it's a government building with an ice grill.
